simple you can receive max 14 actvity for each 2 week
and if you do not post anything for two weeks and you will lose 14 activity in the two-week
but if you do post at least one activity then you will be accumulated to the next 2 weeks

Activity-----> 14 Points for every 2 weeks period you were active in "Posted in?"or is calculated as the number of posts as well (The lowest values of these two values are used).
