Is there any website, app, service that will send me a notification if a price of an Altcoin reaches to a price I set it at, or goes below a price I set it at.  Any portfolio website have this feature?  Thanks.

piecinitup, http://www.cryptocoinradar.com may implement the feature (mail/sms alerts for specific coins when reaching fixed value/volume thresholds) you request if a large user base needs it.
For now the service displays last 24h alerted coins among hundreds of coins tracked by http://www.cryptocoincharts.info
