This is because the absolute minimum available in the hot-wallet at all times is 5 BTC. Of course other funds are available, but it would need manual transfer/administration. The 5 BTC every 14 days is really just arbitrary and set to give us more than enough time to get things sorted. The reality will most likely be a much faster transfer, and we might change the wording of that policy once we are out of the start-up phase.
