I think now is very simple to find him. Just contact cloud service company and ask them whois behind that node. The only question is if that ip is from scammer or from a regular node that do just the transactions. someone with more technical knowledge can answer this.

This ip 198.58.100.110 i think is not that you looking. It seems to be just a node that from there pass the transaction. I dont know if a node have a ip log of the transactions.

I see that he has done and another transfer to that adress at 22:13 168E7CXuBwQ6JCN5KS2eUSVbcEmY5q6Tcp

https://blockchain.info/address/17rLjwarnR6S7vSX8yTd92SPVmSqMeaEjr

and after 10 minutes at 22:25 we split the btc and transfer them to 17 addresses!!

https://blockchain.info/address/168E7CXuBwQ6JCN5KS2eUSVbcEmY5q6Tcp

and take a look a part of the split of bitcoins to another 17 adresses...

https://blockchain.info/address/19N27Vc6vgQRraaZmJy7oqC2FrofZuYygw
https://blockchain.info/address/19wDfzE8akudDgn8z6GErH43HJYBuP8oCY
https://blockchain.info/address/18eg6viJFmzcqqNdJg7C8QCVDxJC66K7Rj

I dont want to disappoint you but it seems to be a professional theft. The only way now is to get ip from here.

Unfortunately, you are wrong. It only indicates the nodes which broadcasted it first, which means it is the one that is connected to the client. It is only a node which is relaying transactions, not sending it. The person might be using a online wallet service, you cannot track it.

They only give the IP if the police ask them to do so, if not, they will not give you any information.
