I think now is very simple to find him. Just contact cloud service company and ask them whois behind that node. The only question is if that ip is from scammer or from a regular node that do just the transactions. someone with more technical knowledge can answer this.

Theymos has mentioned before that he will only give out IPs to police (with a warrant).

This ip 198.58.100.110 i think is not that you looking. It seems to be just a node that from there pass the transaction. I dont know if a node have a ip log of the transactions.

Unfortunately, you are wrong. It only indicates the nodes which broadcasted it first, which means it is the one that is connected to the client. It is only a node which is relaying transactions, not sending it. The person might be using a online wallet service, you cannot track it.

I got scammed previously for 30.75 BTC.

Not a nice feeling but you will get over it, put it down to experience and you defo wont make the same mistake twice.
