He claims that Bitcoins are valueless (he terms it "monopoly money") and says because it has no value, it isn't regulated.

Specifically:

While FinCEN was already developing regulatory proposals in this area, the Credit Card Accountability Responsibility and Disclosure (CARD) Act of 2009 required the issuance of regulations in final form implementing the BSA, regarding the sale, issuance, redemption, or international transport of stored value, including stored value cards. FinCEN defined prepaid access and included new regulatory requirements in July 2011, expanding beyond the previous framework for certain products known as "stored value."

Also:

 \12\ The Final Rule defines ``prepaid access'' as access to
funds or the value of funds that have been paid in advance and can
be retrieved or transferred at some point in the future through an
electronic device or vehicle, such as a card, code, electronic
serial number, mobile identification number, or personal
identification number. 31 CFR 1010.100(ww). The Final Rule replaces
the term ``stored value'' with ``prepaid access.''

Further:

Leo, as Matthew said, ignorance of the law does not keep it from applying to you. You are making a huge mistake in believing that the lack of definition for what Bitcoin is protects you. In fact, Bitcoin as a stored value is very well defined under finCEN. Now, being that you are a fixed exchange, you may believe that you're free from MSB guidelines as well, but since you hold customer funds in a wallet, and allow for anonymous transactions of stored value (specifically, electronic serial number), you are in violation of multiple federal laws.

I find it hard to believe that nobody's reported you to finCEN yet. In fact, I'm certain that they have. However, upon inspection I'm sure that any investigation would conclude that you have no customers, and that you aren't worth their trouble right now. If that changes in the future, for instance if you were to receive a large deposit of 20k + 12k, (strangely close to the amount stolen yesterday, and currently part of a Federal Investigation initiated by Linode), no doubt you'd be a prime target for investigation and seizure.

Leo, if you're telling the truth about the 20k and 12k coins, you're going to find yourself at a massive loss since you will not be able to sell those coins on any exchange. If you have in fact paid out any amount of LR for the coins you say you've received, you've very likely fucked yourself very VERY badly.

Gave you a pretty good link back there. Also, you Buy and Sell bitcoin. Are you telling me you do not do this for currency? Can one not deposit funds into your exchange to buy these? So in answer to your questions, the agencies you requested to know about are the SEC, IRS, Homeland Security and lets toss your local state controller onto that list.

There is no proof of deposit to display because there is no deposit to discuss. This is utterly transparent shilling for his own service, which anyone with an IQ in double digits can see is a piss poor imitation of an exchange. Nine percent fees? Why not just require everyone to bend over when they use your service so you can be honest about back-raping them? That's right! Nobody uses your joke of a service. 32,000 in round numbers worth of deposits in less than a day, which you are alleging comes from theft, and instead of discussing doing anything about the theft you are proudly taking shots at the victims of the theft to pimp your own service.

I am almost sure that bitcoinica.com is out of funds and they are keeping the site open to get more deposits and ponzi those deposits on those who want to withdrawal. The 17 year old just lost 250,000 Dollars and I doubt he has an extra 250K to cover his loss.

The owner of CoinExchanger.com is Leo Camilo, who advertises his address as 440 9th ave, New york, New York,10001 US and personal telephone number 1 (347) 469-1040.

His private email (search google) is atqcapital@gmail.com.

He has publicly stated on multiple occasions that:

  • bitcoin is fake money, "monopoly money" and has no value and should not be trusted for this reason.
  • his exchange is functional with a large user base, when not a single user has ever reportedly done business with him
  • he is holding coins stolen from Zhou Tong's Bitcoinica and says "fuck you Zhou, you're just a stupid 17 year old kid, these coins are mine now" basically.

He also:

  • goes under the sock puppet scammer account name "Maria"
  • claims to be a millionaire and restaurant owner

He is currently in possession of stolen Bitcoins from the Linode hack and any coins purchased from him will not be accepted by MtGox or anyone in the Bitcoin community.
