Block erupter cubes only on SB power?

I have 2 ASIC block erupter cubes 32gh/s. both of which will only power up to SB power. I've replaced the fans and checked all the blades and heatsinks and they all seem fine.

Any other suggestons??

What do you mean by SB power? I have block erupters and 2 of them can run overclocked if thats what you are talking about 1 of them just refuses. And i have them in a nice cool basement about 18c.
