1) Who owns icebergcoin.org domain, Twitter account, Reddit, Pinterest, Github pages? If you can't take these over, note that you will need a re-branding or a new domain like .com .co icerbergco.in or something like that. A re-branding is much more applicable. What do you think about re-branding a scam coin? (A general question)
2) I'm not into mining algorithms but I think it would be better to stick with PoW, yet I know nothing about NIST5. A fork is definitely required while keeping the coin supply as is. My suggestion is to eliminate PoS. What do you think about current PoS mining system?

Is DEV bitspender and is he just someone that doesn't have a clue of programming? He said in previous messages that he owns 2,000,000 ICB coins. Looks pretty strange for a normal miner to invest 2,000,000 ICB as that would be a investment of 30BTC - 40 BTC... Also he seems to be from Belgium and if this is really the guy then he was even so stupid to post pictures of people from his work partners and from money, so i think he only have one option to come forward and make his coin a success.

I've been thinking of a re-brand myself too. Something similar what is happening with Romancoin at the moment. Someone bought up 10% of all coins and will re-brand it, using another name, etc.

This coin is already in POS, so there are a few options.

We can do a swap (like what the people from Romancoin are proposing), a swap of 1 against 1 or so, and make a new coin using X11 or X13, so that we have some miners mining the new brand again. Still i don't want to dilute the coin a lot, because people already put in 100BTC in this coin...

The nitesend functionalty would be of course great for the new coin, but ... are all valid question and i would suggest to setup a conf call or so with everybody from the community to discuss, as all people have a word on the future of the coin, even if you only own 1000 coins, or 10 coins or 1,000,000 coins.

Total POW block count is 17000 but this is more than 7 days of POW as stated in the OP. If POS starts before this block then the total number of POW coins will be lass than 5mln.
On top of that crap the dev sold his 20% premine already for 100BTC and everybody is happy?

This is a valid image. But how many coins are worth more then 100 BTCs? DEV is having fun in Ibiza, some of the 100 BTCs has been paid to Bittrex to get listed, so not all the 100 BTCs are gone.

We have bittrex, cryptsy, and still people have their coins. People can continue complain about those 100BTC that are gone, but people can also take action and get it back moving higher. There are many community takeovers, some of them good, some of then bad. Like KDC, GRUMPY takeover were not really a success but VOOT, PC takeover were a success.

'bounce',  there will always be a 'bounce'. Did you check NOAHcoin bounce, i'm pretty sure that someone will pump it a lot higher, but that is not my concern or so, i want to create a team here and give a future to this coin.
