It all depends on when the transaction gets included in the first block. After that it will be in about an hour to "confirm" with six confirmations, which is the threshold most sites and wallets use. If you are receiving those using the bitcoin client, you can spend those after one confirmation.
Because the amount of that transaction is so small, (under a penny) it could take quite a while (hours to days even) before that gets included in a block. If it was sent where a fee was paid with the transaction would lessen the delay.
