Hmmm... I have no idea, but I suspect it wouldn't be much. Try searching on ebay and comparing. Btw, players on NA are so bad, it's really easy to get to Silver. I call at least Gold for NA.

From my experience, not so much.
Skins are worth 0€ unless there are unobtainable or expensive ( PAX Jax, PAX TF, PAX Sivir, etc ).
The champions is a plus, but 25 champs is a low amount ( unless they are 6600IP each ).

What most matters, is the ELO, your account at silver III atm is worth between 10 and 15€, but the same account in Diamond V is worth 50-80€.

It's on the main page.. 15€ for level 15 with 100 refs ( No stock on NA ), 25€ for level 30 with 100 refs ( No stock on NA, again ). Level 30 with 400RP and approx 20k IP is 10€, at NA.

If you buy a EUW account you may lower the risk by transfering it to NA ( Hypothesis ).
