No, you should convince 70% of the people on exchanges to hodl or destroy their coins. Or convince them to load some 10's of billions on exchanges. There is a scarce resource, there is money in the market, only way to price go up is making the resource even more scarce, or by increasing the demand(=more money in the market), there is no workaround.

But then you will be BTC less and when we wil all set price at 1100, all world will get panic and all will start buying BTC for few days and we would just remove sell orders and set at 11k.

In the free market, cartels don't work. It is really to profitable to set the ask just below the cartel price.
