I got my 6950 with the broken fan today, and it works even better than described. The fan actually spins, it just sounds like it's in the death throes of TB while doing so. Other than that, it works awesome and even flashed to a 6970 no problem. Shipping from Japan to Canada only took 3 days, too.

initially the fan wasn't spinning, then I went in and attached the fan cable (looks like it was previously used in an h2o setup and was hastily put back together).
