WHat keeps a larger miner from signing up with all the various pools (assuming there are more than 1) and running 1 miner on each pool?  If there were, say, 5 pools, they could easily get to just under 50 Mh/s without an issue.

We will have 3 pools at launch, you can mine with 3x 10 Mh/s max indeed. Compared with MIN, 50 Mh/s cap and 6 pools, the limit is way lower.

Thats what I was thinking or simple have a proxy for each new account on the same pool. Hell you can make 10 accounts=10x more mining power=10x more coins earned.

It won't be that easy. The pools will be actively monitored and suspicious IP's banned.

Regarding closed source distribution (already received a couple of messages with questions): this is the only possiblity. We will send the source code to the pool owners + exchange and it may be checked by a community member with a good reputation. This will only affect big miners negatively

I handled an IPO for cscoin and it worked out very well actually and gave the coin a minimum value right from the beginning. From my experiences so far they prove beneficial to altcoins.

I do LIKE the idea behind this - but I think you are missing a little in the execution

Limiting the hashrate is a great idea, although 10MH/s is a little bit low, wouldn't that mean that "normal" gpu miners with 4/5 card setups (280s or 290s) would exceed the hash limit and be banned. I'm behind limiting access for the big hashfarms and renters but 10MH/s is too low a threshold.

The pools that you choose will have to be ultratrustworthy, as they will be the only ones with wallet access until after the POW phase - with great power comes great responsibility, and the pools will need to be above board.

With that in mind - if Dedicated are one of the pools then I will be out  (and the coins is cursed for a PnD from the start), as will many other potential small miners.

Perhaps you might be better following the MIN example - closed pools, closed wallet until POS (nearly)  - and perhaps with a couple of Hero members with wallet and pool access for oversight and verification.

I hope you can get this all up and running, it would be wonderful to be able to point my rig at a coin and not have to worry about getting farm raped on the difficulty
