I would like to know best programs for investing btc and earning(making) BTC. With minimum risked involved.

I do not know of such programs. If you do not engage in trading for a long time, buy BTC and wait for a good price. And no to any case not sell cheaper than bought. Upside BTZ another 100-1000x

99% of btc investments ended with investors loosing their funds (total or partial).

first, stay away from Ponzi & HYIP program who offer "double your bitcoin", 140% in a week", 1-2% a day" and etc
that programs will take your bitcoin and run when they think they already make profit
since mining (and cloud mining) is hard to get profit anymore, i wouldn't recommend it too
if you want make profit, maybe you can lend some of your bitcoin to user who need a loan here :
