So I just remembered about the attack on the forums that happened in the past, and realized that pretty much the only way to have an avatar icon, is if you had it set before the crash happened, we can't change/add them...
When will this function (properly secured) return?

It probably wont until the new forum arrives. theymos has stated he'll remove avatars for people who have them, but not change them.

Not a chance that they'll get enabled before the new forum software. So right now avatars are for bragging rights  . |

For the new forum, the first alpha will be sometime in August. The final product late this year, or 2015.

It's been said that it could take longer if there are any issues. I should imagine for such a big project there will be a lot of issues in the first alpha and will take a lot of time and effort to iron out all the problems. |

What is the possibility of allowing users to request an image to the mods when we hit a certain activity level?
Say when a user gets to Sr. Member status they can send a pic to the mod to add to their profile. It would kind of be a nice reward for reaching that status. Or is something like this totally out of the question?

When was the date that the avatar feature was removed?
I feel like when I joined I but didn't bother to put an avatar and then when I wanted one it wasn't an option.

I can't find the exact date, but it is some time in 2013.  That's because Changing avatars is currently not possible. They were disabled late last year due to an exploit and they probably wont be back until the new forum software.
