Some other relevant details:

Our Customer Agreement does not prohibit any kind of content which is legal in the US
IRC is permitted, so long as it doesn't attract DoS.  ircd's are not.

I appreciate your advice, although I'm not sure we have the luxury of 'checking customers out'.  Probing and asking invasive questions of your potential clientele is likely a deterrent to developing long lasting business relationships, not to mention that the Internet is very anonymous by it's nature.  However I'm interested to hear your perspective.  I'll PM you about that momentarily.  Thanks again for your input.
