The guy selling that card on Allegro is saying the same as the op, a flexible card with a changing limit. Might be him, trying to scam some more victims.

There are also these other PNL cards with alleged high limits: https://bitcointalk.org/index.php?topic=591558.0

But this second seller also don't have any feedback on those cards.

I'll believe them, when I see a link about them on a banking site or at least some credible reviews.

No such thing, EU laws are pretty strict there and i doubt that VISA and any bank would risk that.
