How much of a factor is internet speed in mining?
1.0Mbps download .28Mbps Upload

Can 4 s3's run off of this and do well?

Yea you're fine. I have been mining with 4 rigs and 16gpus and the speedtest still tested over max bandwidth that my service is rated. The bandwidth for mining is basically negligible.

 If you are on a different pool, test your pools server. Bear in mind P2Pool mining requires a bit better connection to be successful than most traditional pools like BTC Guild or Eligus St. This pic is a snip from Coin Cadence home page.

Just bear in mind...with traditional pools like BTC Guild, the latency is not as big of a factor and BTC Guild has more than one server that may return a better speed.
