How do you get Clams with empty wallets? I thought you needed to actively have coins on the respective coin's blockchain?

You just need to have coins at the time of the blockchain snapshot.
It can be empty now, it does not matter.

By the way, I do not known which idiot would give away its wallet if it is eligible to Clams, that is like sending BTC away.

I think you can generate a wallet file with just a private key as well.

a coin which use one of those wallet.dat(doge litecoin or bitcoin), you will get a reward in clams, if your wallet is eligible, but i dunno about the based system of the amount you receive

You import your wallet.dat into the clams wallet
