I told him BitStamp, but he said he wasn't fond of their policy that asks a person to send them a scan of their ID...

Many ways localbitcoins.com is currently best and safe and he can use this forum also many selling buying through WU,MG and Bank transfers

I did a search for France on localbitcoins.com and the majority of the sellers list bank transfers as their payment method. And if you're gonna use a bank transfer, there's no reason to limit yourself to France when many European countries use SEPA and euros. In Europe the bank transfer protocol is called SEPA. Can anyone link me to a guide on how peer-to-peer SEPA transfers work that I can relay to him?

Atcually had already done a quick search for ukash (there's multiple locations in Paris) but was only able to find unaccredited sellers. I suppose I can search the rest. Any leads would be appreciated.

Localbit is by far the best way to get BTC legitimate, he can either purchase online or find someone locally and do it that way.
