It would be rare that a virus would be found in a image file.
Yeah although such viruses are rather more rare than others, you should not accept files from strangers. He can just upload the image online (to a known website) and show you it via link if he has to.
Scanning does not always prevent viruses, nor does AV software detect a lot of personal (made) viruses.

Do you want a virus?

Because that is how you get viruses!
In other words it is very much not okay to open a jpg file received from skype from a stranger.

Correction: it is very much not okay to open any file received from skype from anyone.

Use other means, like email or sharing services.

If you know and trust the person you are receiving the file from and can speak to them via voice or video then you should be able to receive it.

Could it be a virus or malware?  Or is it not possible?  Ty.

Possible, never receive files from unknown people and better before opening scan them.

I scanned it with avira.  Weird thing is that avira scanned 2 files.  I only received 1 file.

There could be a .rar hidden behind that unzips itself, just watch.

As everyone said above I am confirming it is a rare virus that will set your computer on fire. Do not download.
