The miner shut down and will not post-- the gpu's seem to be working the fan is spinning-- the pc seems ok but I can't see anything coming up on the screen maybe the psu not functional?   this outage occurred on a very hot day any advice would be much appreciated. I had read on the forum to use a different video card and reinstall driver, could this help?

That's tricky. It could be the motherboard. It could be the thermal paste that dried out. Try putting in a different card to make sure it's not the motherboard.

not the video card -- just tried a functional card and it will not post either and changes the psu burned out would be an easy fix

if the cards are fine then its going to be CPU (unlikely but possible) or Motherboard. i would first go down to 1 good GPU you know works and then try reseating the RAM (unlikely to be the problem but its a quick easy check) the your down to motherboard or CPU more than likely a Motherboard issue but iv seen people go all the way and find it was a CPU issue

So, the rig was working before the hot day / shutdown but now will not power up with no VGA output?

Very well could be a dead card.  If you can secure another GPU, perhaps slot it in and see if the rig powers on to the OS logon.  If it does, you have narrowed it down to the GPU.
