Well yes and no. While we can't know exactly when it might happen it is rather going to happen sooner than later as planned. This is because of the hashrate increasing a lot quickly sometimes.

its hard to predict the future due to the manner of mining.
you would think that you can easily work out that at 2009, the 50 coins a block=20,000 blocks to make 1mill coins and at a 10 minute average per block (144 blocks a day) the maths suggests that 20k block at 144 blocks a day, would be 138 days and and 21 hours between each million up until the 10.5mill reward halving. and then 277 days until the 16.75 reward halving date

ud think you could just add the date to the first date to get to the next. and simply rinse and repat

so although we can easily look at the past by checking the blockchain.info website and just adding 20k to the earlier blocks before reward halving and then 40k after reward halving. its impossible to get specific day of the future, it is only an estimate
