I'm pretty sure nobody except me is using this IP.

You need to surf the forum to show that you are active for 360seconds, to reduce spamming. Your time will be reduced once you reach 15 activity. Actions such as PM, search are limited to certain rate.

As a newbie you need to wait 360 after each post or a PM.

It's because of the newbie rank and activity.. make some more posts in the forum, the waiting time will be reduced the more you use it.
Initially your rank goes up with each post, later that will slow down - but your activity will still go up.

For now all you can do is wait 360 seconds for each PM.

no he has to browse around and also you cant leave you account on the PM section cause the time wont move, leaving it on main thread it will help countdown the time.
