Bitcoin atm; Ontario canada

Looking to start a bitcoin atm in Ontario canada, could someone please advise me of the legal aspect as well the information from the operator ie robocoin

The funding is there, and my friend just wants some detailed information.
He has 0 bitcoin would he need to purchase x amount to fund the atm or does it connect to an exchange?
We need that kind of info,

If you are in toronto, here is a Bitcoin ATM at spadina/king (downtown), individuals/groups there are very helpful. I see many college students come here and learn the atm procedure.
