I have 3750 Stellar in a exchange and currently i will get 0.022 BTC for 3750 stellar. Should i sell now or hold for more time? What do you think? Price will go up or not?

In most cases an altcoin behaves like a bell curve, so you could take this as an assumption.
Then there are these scenarios:

1. Stellar goes down, you lose 0.022 BTC
2. Stellar goes up by a factor 10, you have 0.22 BTC

If you hold, you have a 50% chance to make more.
If you sell, you have a 100% certainty to have 0.022 BTC

Personally I would pick the risky option, as it's only been listed for 7 days.  If you take another altcoin as comparison, for example, blackcoin, it had been rising for 2.5 month - or Ixcoin rising for one month. I would wait another 7 days for selling, but as I said its a risk.

The way I see it, it has the same supply as XRP. It has a similarly good (and possibly better) UI, and some good devs behind it. Yeah, there's a million alts out there, but Stellar obviously has more going for it than most. And Stripe invested pretty heavily. I'm holding for the long term.

My advise is to hold then and even buy some more!
I see quite a good invetment in this coin and may be it wont be barried under the ground so fast. May be it will not go to rates like BTC, but will be good way to earn little cash in the following months.
