I'm the one who recently revived CAGE. Until I did this, I was just a regular miner/investor/consumer of CAGE, so I can't really answer these questions in detail. Putting it simply, I saw a coin network in distress and found a technical solution to the problem.

I do note that although the buzz died with the network a couple of months ago, there seems to have been a resurgence of the community spirit.

Difficulty increases. Maybe it makes sense to re-brand, as is done with many coins? For example, Cage-II, or CagePlatinum, or CageEvolution, or Cage-Φoῖνιξ
