There are a bunch of them. You should do research on a bunch of the big ones and see which looks safest to you. For instance I know BTC-e has been around but it's not in an English speaking country and I always have trouble with what they're trying to communicate so I worry that one will go belly up at some point.

Biggest exchanges now is all more or less stable, noone is so horrible like gox was.
Yes, i hear about mtgox fail. But not every exchange will repeat gox story. I hope it.

I haven't heard of any local exchanges there, but you can use big global exchanges like bitstamp and btc-e, or arrange some p2p trades with localbitcoins.

for trade altcoins i use bittrex.com and poloniex, i think most of people use it and for BTC, Altcoin and Fiat exchanges site, I recommend BTC-e.com

For altcoin exchanges, I believe Cryptsy is the biggest and most popular one out there. For bitcoin exchanges, you may try Btc-e, Bitstamp, Coinbase (if you are in US) and Localbitcoins (if you want to do it p2p).

poloniex don't support btc/usd just altcoin OP wants to know about both bitcoin and altcoin exchanges. As an altcoin exchange, Poloniex is not bad at all IMHO.

Owners say its located in bulgaria as for being risky if i was to choose between a new exchange and btc-e i would rather go for btc-e as its been around since 2011. I also use it and i have never had issues with them, so far.
