Depends, which algo are you mining?
In general, the 6970 performs about 1.5x-2x(highly oc'd) better than a 6970.

I got a XFX 6970 which operated at about 475MH at Scrypt algo. Stopped mining because power costs were to high.. It drains a lot of watties...

so if i look at this right.. to get hashes/money its better to buy few 6970 than 280x ? is that right? ill mine some x11 or so coins

Go for used 280x's, they are being sold cheap on ebay and still have warranty and let me tell you, warranty comes handy as mining takes toll on cards.

so even tho this is cheap its still better to buy different due to no kernel?
