Yes, it's a scam, or at least a cheap attempt to get rich by copying Ripple.

Stay away unless you're good at judging when to buy and when to sell.

No, its because they needed to get some quick publicity. Once that was done they no longer needed to give out to the others.

This is one coin to avoid, will falter soon.

Actually, it was 5000 at first. Next thing you know, it is down to 150.

I can't be bothered to even create an account just for 150 str considering the number of coins in total.

I was one of the first and I got 6000 stellars. Now the new users get only a small fraction of it.
