Is this just so that you can post every 6 minutes or what, is there a limit to when this stops?

It is a mechanism to prevent spamming from new accounts.
Yes, and you also need to wait 6 minute after log in.
When you get 15 activity, your posting limit will be down to just 75 seconds.
