I have 15 Dynex 400w Power Supplies to sell. These are new units that have been returned and written off. I have tested each supply for boot-up and a light load. A piece of wire is shielded with the exceptions of the spliced ends jammed into the connector.  A paperclip is an unprotected live wire that is going to make for some exciting times if you touch/bump it off anything metallic that you care about.

The paperclip is at ground (neutral) potential, not hot, so if it bumps a metal case or the PSU frame there will be no problem. The paperclip is jumpering the power on wire to ground, which activates the PSU.
