It has not to do with your IP address. Otherwise your Play store would change every time you travel abroad, or use vpn service.

It is based on your operator id. There are apps to change this id if you have rooted your phone but it's kind of murky and tricky to change back so it's best to be avoided if you can.

I don't have a smartphone, but can't he just buy a specific app and send the .apk to KriszDev, or something like that? Or do you lose access to the files when buying them this way?
