Yes, that is true. We had to limit speed of low bets, because our database was filing too fast

Win amount = (Bet * Ratio) - 1
Min bid = depends on coin, for BTC it is 1 satoshi

Win amount < Min bid = 1s delay
Win amount < (10*Min bid) = 0.3s delay
Win amount < (100*Min bid) = 0.2s delay
Win amount < (500)*Min bid = 0.1s delay
Larger, no delay

it is for a smaller site that doesnt have too much players, some time ago it was a big milestone for dadice too
