Winner is a brand new account with 1 post
Dev said he would re-do the drawing in 7 days if the winner did not respond.
Nine days later, he has not picked a new winner, and says he'll give the winner until Monday to respond
Winner suddenly responds shortly after, right before Monday ends

Convenient.

Dev likes to boast legitimacy by "randomly" arranging the participants in a spreadsheet and using a random number generator.  However, the number is "seeded" with a pre-selected phrase, so he could have easily known the number days before the drawing, and "randomly" arranged the spreadsheet to ensure his buddy (or himself under a different account) wins the raffle.

Now the dev is banned . . . something smells fishy

I was thinking the same thing. It seems like it was a scam from the get go.
