I looked at the article and they state that the fee is less than 10%  Grin Grin Grin Grin Grin Grin

I also followed the btc link at the bottom of the article and found this which is part of a series of such writings by this idiot who works for one of the worst "newspapers" around.  I din't bother looking at the several other columns written by him saying similar things.

Do they need to have license to have the ATM?

Would surprise me if they have the license while the regulation is still being discussed in NY.
