Problem like this could be prevented by having a healthy family discussion.

Parents should warn their kids about rape and drug when the kids are still young.

The more connected to the bar scene or the college party scene one is, the more prevalent this may seem.

This is probably the best solution to this problem. People will always be shy and hesitant to report these kinds of things so the best way to deal with them is to try to prevent them from happening in the first place.
