AFAIT that 1 confirmation requirement for bets is only for those with fees below 20k satoshi/KB in size. it should be instant if you send your bets with atleast 20k satoshi/KB

Yep they're still at safe mode it's been like this since a couple of months but there was a time where they removed it for a month or so then put it back to safe mode. We just have to deal with it for now.
