Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

Why do you want to know how much people have lost in dice websites?

He is talking about "investment" losses.

If you invested 100 BTC and lost 10 BTC to a whale, you might be tempted to give up and throw the account away.

But that account, with the 10 BTC investment loss, is immune from paying commission until it recovers the 10 BTC it lost.

That means it is worth 10% of 10 BTC = 1 BTC in saved future commission to someone who is intending to invest their coins in a dice site bankroll.
