Actually, that's only an unintended side effect of the need to disable avatar uploads due to a bug in the forum software.
When/if the new forum software becomes active, people will be able to upload avatars again I think.

That "1 year" estimation was made in Feb 2014, so the forum software should be finished roughly in Feb 2015.

When will the software be finished?

About one year from now.
