Not as described here? https://en.bitcoin.it/wiki/Data_directory#Windows

Also keep in mind:

https://en.bitcoin.it/wiki/Running_bitcoind#Bitcoin.conf_Configuration_File
Quote
The configuration file is not automatically created; you can create it using your favorite plain-text editor. By default, Bitcoin (or bitcoind) will look for a file named 'bitcoin.conf' in the bitcoin data directory, but both the data directory and the configuration file path may be changed using the -datadir and -conf command-line arguments.

You have to create your own .conf file in bitcoin roaming folder. The path will be : C:\Users\Username\AppData\Roaming\Bitcoin
Just create a file named settings.conf in here and it should pick that up.

It is better to name the file bitcoin.conf so that you don't need to specify -conf=<file> when running your bitcoin qt IMO.

In windows, search using %appdata%

Go to the desktop tool bar, click the start button and in the bottom of the tab there will be a search program and files field. Put %appdata% in there and you follow the process to the root directory were you will find a folder titled Bitcoin. Inside that folder you will discover Bitcoin.conf

As the appdata area is hidden, it will not turn up on a generalised search hence the method described above.
