Generally speaking, to get referrals, you may try to spam share your link on FB, twitter, blog, etc.
Or you can buy some ads on popular sites, but I am not sure if it will pay off or not.

Yes doing all these methods are no guarantee that you have too much referrals but some peoples still taking advantage with them if you have funds then you can try this

You need to promote your link to people that are genuinely interested in cex.io and they will buy some ghs, but I doubt that will work since the ghs there is overpriced.

It's nor really easy to get referrals, the easiest way is to publish a blog and bring refs from it.

I also created an account there, but I see, you only get mining power, if the refferal people buy mining power and then it's not yours to sell. It functions on it's own, as a bonus.

But I sign them up, even if they gain nothing from it.

Or, you can also offer or pay some coins to those who will signup using your referral link. Maybe you can also try using those get paid to sites and create your offer there.
