Hi, I was wondering which Altcoin Exchange does not permit partial fill if any? Please share if you know of any.

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

Hi, I was wondering which Altcoin Exchange does not permit partial fill if any? Please share if you know of any.

Most altcoin exchanges are limit order only, so it doesn't make sense for them to have the option to disallow partial fill.
