why does it matter if gox account is new?

Dwolla prevents new accounts that have not been funded for more then thirty day from sending to Mt. Gox and other bitcoin related receivers.  They are flagged as "high risk."

This was how dwolla was getting scammed before they brought Trade Hill down and change their TOS and added this policy.
