That's impossible to say if you don't tell us what you intend to mine 
scrypt? not worth it
x11-x13-x15? probably ok
cryptonote? not sure, maybe

If you know what you intend to use the card for, check the forum for settings for a sapphire x9 280x, you'll find tons of parameters for every kind of mining.

i want mine doge coin and i see that tons settins for r9 280x but nothing my card becouse whith all that settings i have alot HW i need specific for my video card

It's impossible to answer you if you only say that your card isn't working without providing further information.

but i dont fing specific for my card settings. i use settings from vopars card ok i give you settings but i think is not for my card :

The settings look alright as far as I can tell.
Is your gpu overclocked? Try running without overclocking to see that everything seems ok.
You should be able to get the card running even if the settings are not 110% super optimal.

Hardware errors are typically because the card is running with the wrong settings, overheating etc. Normally the intensity has been set to high as other have pointed out.

What happens if you just run the card with:
setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_USE_SYNC_OBJECTS 1
cgminer --scrypt -o doge-eu.poolerino.com:3333 -u xxxxxx -p xxxx -I 13 ? Still the same errors?

Try to see if you can get your card running without errors, then adding more options like gpu-engine, memclock and thread-concurrency
