So they said in their terms that the first withdrawal requires 48 hours, for verification issues, I'm like "OKAY".

And now I try to withdraw from it again, with the same level 3 account, and I again have to wait 48 hours? Why? Can anyone explain to me how exactly do they allow BTC withdrawals?

I didn't use Virwox to buy bitcoin, but here is what I got from its site.

What is the "manual step" required to process some withdrawals, and how long does it take?

Withdrawals to bank accounts are usually processed on the morning of the next business day. While most withdrawals to PayPal, Skrill, and Bitcoin accounts are processed instantly, we manually check some of them for security reasons (for example of new accounts). They will be processed within 48 hours. In any case, you will receive an email confirmation when the withdrawal has been processed. Note: For security reasons, the first withdrawal of bitcoins will always be delayed by 48 hours.

So, you need to wait for 48 hours for your first withdrawal for sure, and for later withdrawals, you will still need to wait for up to 48 hours.

Right, so no matter how verified you are, you can always get your money delayed.

Pretty much the case.

If you are not restricted to buy with paypal, you may try to use other exchanges like coinbase, bitstamp or localbitcoins which has a much lower fee.
