It has been over 20 minutes for me to send out bitcoins.  Is that normal?  It used to be real quick, within 5 minutes.  Whats going on?  Is it because i didn't leave anything for the transaction fee?

No fee could be a problem, the last block was found 14 minutes ago [1]. Hard to tell without any further information.

I think it will be because you didnt leave A fee,Ive done this befor sometimes they push through,others they just dont send and Return to sender wallet.

it actually sent the btc but just stayed as pending in the history for a long time.

It's normal for locabitcoins. It always takes 15-45 minutes to confirm the transaction. But as long as it's showing up in 'incoming funds', I am fine.
