Bad decision when he logged in from his normal IP. That should not be the first choice when you're legitimately scammed and you paid via good/services, unless you prepared that as an option by logging in through a new IP to send the payment.

on topic : go to the police and make a complaint  in which you detail how you got scammed also get yourself a lawyer.

paypal might ban your account also since you were involved in bitcoin transactions.

Maybe sending a message to his girlfriend on Facebook will prompt him to do the right thing, but you should not release her information as there is no indication she was involved.

its funny and how easy it is to point out any person to be a scammer using blockchain, I think its not viable proof as I can get an address from the blockchain and say I paid this person.  I think the safe way of doing business is escrow.

Doing some internet searching, this obviously wasn't his first scam.  Do you plan on calling his mom/girlfriend and letting them know the type of guy he is? Not sure what the correct move is but I know the feeling and how it hurts to be scammed.

All the skype conversations and proofs etc can be made up because i still strongly believe that you own those scam accounts. It doesn't take a lot of time to login and make up a skype conversation because you own these accounts. And also when exactly did the skype conversation http://prntscr.com/4rnual take place?
