Doxing, (possible) FUDing, insults as per forum rules are allowed as long as they are on-topic and constructive. From what I've seen, it seems he is posting it in a constructive and calm manner. The topic is about the involvement of a person in an altcoin community, which fits the category.

Can you explain what do you see as constructive in bluemeanies attack against the employer of the person he is bullying?

I am not asking that you give a reason for not acting, your reasoning is clear to most so far, but can you explain the "constructive criticism" part of bluemeanie1s posts?
 
You hunt down the giveaways and the sig campaings, but now that there are personal unprovoked attacks for no reason whatsoever
you decide that all is fair game..

Agreed.  I never used BTT much, but I'm certainly done with it now.  In the Nxt forums, I feel like I'm hanging with a bunch of friends, drinking some beer and shooting the breeze.  Here, I feel like I'm a sheep gingerly walking through a pack of sleeping wolves.

He is claiming that the person being doxxed has committed a tort against him and is involved in illegal/unethical activity (I don't follow the scam coin community so I am not 100% sure what the backstory is) and is going to make these people aware of the alleged tort/crimes that were committed, this is not illegal nor is it illegal to announce that he will do so.

Her employer has a vested interest in wanting to know if their employees are breaking the law as they post a liability if they are doing so, if the employer is involved in illegal activity then it is of public interest of such illegal activity.

His claims are solely designed to hurt the victim by making random claims that are utterly far-fetched. He's harassing and threatening her simply because he hates the cryptocurrency she supports. It's absolutely disgusting. Bluemeanie is that kind of person who enjoys to see others suffering.
It is forum policy to not moderate scams, and to not investigate as to if claims are true. It is not up to the forum to decide if a claim is true or not, regardless of if it is far fetched.

If he stole that NXTscamcoin then the police should arrest him and prosecute him. Until it is proven in open court that he is guilty then I will presume him to be innocent. He is posting information that is found on youtube. The information is public

Scammers aren't banned on Bitcointalk. One can only be banned here for excessive trolling/spamming. Harassing the staff is most likely going to result in an instaban, and doxxing is tolerated as long as the one doxxed is not a member of the staff... (That said, I didn't make these rules.)

Scammers aren't banned, because the forums are about conversation, and scammers can provide valid opinions as well. Its impossible to keep scammers from coming back anyway, as badbear said, account bans will ban their individual accounts and they will make another.

Well at the very least, can you keep a close eye on it? From what I've seen, the OP is not exactly of the soundest mind.
I am, however, that thread isn't the only one I'm watching so report posts that are actually breaking the rules.

For example, a post "You are stupid." or "I think you are the biggest dumb ass ever" with no other arguments or info would be considered non-constructive since it contains zero value.

The thread in question is somewhat constructive (although it might not be a great example). As I already mentioned, as far as I've seen, he provided a dox, which is considered information, and was trying to find out the involvement of a person in an altcoin. He didn't threaten the person, he didn't troll (habitually post obvious nonsense), nor did he break other rules. Yes, it might seem offensive to some, however, the forum policy is based on free speech. If a person thinks that it's suspicious that another person has taken interest in a particular subject, he has the right to analyze and bring up any already public information. Let's not forget dox is a compilation of already public information that was retrieved legally. Most of it is gathered by using search engines and linking together various details found on those search-indexed websites related to the person.

Regarding giveaways, I follow and enforce really clear rules as posted by the admin theymos: https://bitcointalk.org/index.php?topic=434310.0. Theymos has also told me and other moderators not to remove dox'es due to the reasons stated above and that's exactly what I intend to do, unless the thread breaks any other rule.

What's going on is the textbook definition of bullying. We (as in society at large and the social sciences) are by now aware that these things are not a harmless game. To condone such behavior can lead to severe consequences.
We even have word from the victim that she is physically affected. What exactly do you want to see before you act? The next step of escalation? What would that be?

My take on this having zero interest in NXT or any involvement in the thread is that to me it appears that Bluemeanie1 was simply trying to figure out why a healthcare network would be backing a cryptocoin.

Which is a legitimate question.

WTF. That is in no way shape or form a legitimate question. Are we going to request information from each company that has an employee that privately invested in some coin?

I really feel tempted to probe how far can the moderators of this forum stretch what they consider "constructive", "somewhat useful" and "somewhat civilized". But honestly I'm speechless after reading some argumentations here and seeing the credit that BTT moderation team is giving to that individual.

Someone should compile related threads into a BTT memo - "How to break common sense rules without breaking any rules". Smooth trolls would love it.
