I guess he means that seller and buyer will collude to commit fraud on PayPal but please correct me if I'm wrong.
Buyer of BTC only charges back after seller has been able to clear funds out of PayPal.

I once tried to buy some Xbox 1 year codes on Hack forums from a guy named Arrex. He did exactly that. I charged back, I won the case and he already withdrew the funds so I got nothing back. He scammed me.
